Gmail and Email Notifier question

GMail for some reason POP3 clients can't retrieve emails from my
account when I have set it to "Enable POP for all mail" . in the
webpage I am using Pennock's Email Notifier I mark webmail Gmail in
the Email Notifier the admin for Pennock's Email Notifier said if GMail
is working when you set it to "Enable POP only for mail that arrives
from now on" and not when you set it to "Enable POP for all mail (even
mail that's already been downloaded)", then that's a problem with
GMail... PEN doesn't handle the account any differently. You might
want to contact GMail about that and tell them that for some reason
POP3 clients can't retrieve emails from your account when you have set
it to "Enable POP for all mail"dose anyone know who would know the
answer here or Gmail can not seem to reach Gmail people
